(a) Requirement

Section 1073b of title 10, United States Code, is amended—

(1)

in the heading, by inserting plans and before reports ;

(2)

by redesignating subsections (a) and (b) as subsections (b) and (c), respectively; and

(3)

by inserting before subsection (b), as so redesignated, the following new subsection:

(a) Long-term plans

(1)

During each year, the Secretary shall develop a long-term plan on the stabilization of health care delivered through the Defense Health Agency.

(2)

Each plan under paragraph (1) shall include information regarding the following with respect to each military medical treatment facility:

(A)

Milestones necessary to implement the plan.

(B)

Definable goals for personnel, budget, supplies, and readiness.

(C)

Cost estimates for personnel, supplies, and other items necessary to manage and operate the military medical treatment facility.

(D)

The number of current (as of the time of the plan) and the projection of vacancies with respect to—

(i)

military medical personnel;

(ii)

civilian and contractor medical personnel; and

(iii)

health care administration personnel.

(E)

Projected modifications of the scope of medical care provided at military medical treatment facilities.

(F)

Budget requirements.

(3)

Each plan under paragraph (1) shall cover the same period covered by the future-years defense program submitted under section 221 of this title during the year in which the plan is developed.

(4)
(A)

On a quarterly basis, the Secretary shall provide to the Committees on Armed Services of the House of Representatives and the Senate a briefing on the most recent plan under paragraph (1).

(B)

Any information included in a briefing under subparagraph (A) with respect to a projected modification of the scope of medical care provided at a military medical treatment facility may not be treated as a notification under section 1073d(f) of this title.

(5)

The Secretary shall submit to the Committees on Armed Services of the House of Representatives and the Senate each plan under paragraph (1).

(b) Limitation on modifications of scope of medical care

Section 1073d(f)(1) of title 10, United States Code, is amended—

(1)

in subparagraph (B), by striking ; and and inserting a semicolon;

(2)

in subparagraph (C), by striking the period and inserting ; and ; and

(3)

by adding at the end the following new subparagraph:

(D)

the Secretary has developed the long-term plan under section 1073b(a) of this title during the year in which the Secretary submits such notification.
