(a) In general

Section 4817(g)(1) of title 10, United States Code, as amended by section 1831, is further amended by adding at the end the following new subparagraph:

Biotechnology and biomanufacturing.

(b) Limitation on use of certain amounts

The Secretary of Defense may not use amounts made available before the date of the enactment of this Act to carry out activities under the authority of subparagraph (Q) of section 4817(g)(1) of title 10, United States Code, as added by this section.
